DECISION
Defining the functions, tasks, powers and organizational structure of the Technical Center under the Radio Frequency Directorate
THE MINISTRY OF INFORMATION AND COMMUNICATIONS
Pursuant to the Government’s Decree No. 187/2007/ND-CP of December 3, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
Pursuant to the Prime Minister’s Decision No. 88/2008/QD-TTg of July 4, 2008, defining the functions, tasks, powers and organizational structure of the Radio Frequency Directorate under the Ministry of Information and Communication;
At the proposal of the Director General of the Organization and Personnel Department and the Director General of the Radio Frequency Directorate,
DECIDES:
Article 1. Position and functions
The Technical Center is a non-business unit under the Radio Frequency Directorate which functions to ensure technical conditions and provide services for the state management of radio frequencies.
The Technical Center has its own seal and account for transactions under law and a head-office based in Hanoi.
Article 2. Tasks and powers
The Technical Center has the following tasks and powers:
1. To study and propose technical solutions for measuring and controlling radio frequencies for submission to the Director General of the Radio Frequency Directorate (below referred to as the Director General) for approval and guide units under the Radio Frequency Directorate (below referred to the Directorate) in implementing them;
2. To elaborate regulations on the management, use and preservation of radio frequency measurement and control devices applicable within the Directorate for submission to the Director General for issuance;
3. To carry out acceptant tests with regard to the technical quality of technical devices which are newly invested; to research into and use these devices on a trial basis before providing use instructions and handing over them to units under the Directorate as assigned by the Director General;
4. To study and propose technical and technological solutions for the Directorate’s system of radio frequency measurement and control devices;
5. To maintain and repair the Directorate’s system of radio frequency measurement and control devices;
6. To research into and propose projects on the application of information technology to the Directorate’s operations and organize the implementation of these projects after they are approved;
7. To build and manage a specialized database serving the Directorate’s state management work;
8. To administer the computer network and informatics software; to maintain the operation and update contents of the Directorate’s website; to elaborate and implement plans on the procurement, maintenance and repair of computers for the Directorate’s advisory bodies and office as assigned by the Director General;
9. To organise the provision of training services in radio frequency management;
10. To provide consultancy services in electronics, telecommunications, informatics and radio frequencies;
11. To provide services of radio frequency measurement and testing as well as installation, calibration, maintenance and repair of radio frequency devices;
12. To provide other services in electronics, telecommunications and informatics in conformity with its functions and tasks;
13. To associate and cooperate with organizations and individuals in activities related to its functions and tasks to raise funds for expanding its scope of operation in line with its functions and tasks;
14. To collect, manage and use fees, charges and other revenues according to regulations of the State and the Ministry of Information and Communications and the decentralization of the Director General;
15. To manage its organizational apparatus, cadres, employees and contractual laborers, properties, dossiers and documents according to law, the Ministry of Information and Communications’ regulations and the Director General’s decentralization;
16. To perform other tasks and powers as assigned by the Director General.
Article 3. Organizational apparatus and payroll
1. The Center’s leadership
The Technical Center has a director and deputy-directors.
The director of the Technical Center shall take responsibility before law before the Director General and law for the performance of its functions, tasks and powers defined in this Decision.
The deputy-directors shall assist the director and take responsibility before the director and law for his/her assigned tasks.
2. Organizational structure of the Center
Sections:
- The Technique-Equipment Section
- The Measurement-Testing Section
- The Informatics Section
- The Planning and Service Development Section
- The Administrative Section.
The Director General shall provide for the accounting method applicable to the Center according to law. Specific functions and tasks of each section shall be elaborated by the Center’s director for submission to the Director General for decision. Working relations among sections shall be prescribed by the Center’s director.
The payroll and number of laborers of the Center shall be proposed by the Center’s director to the Director General for decision.
Article 4. Effect
This Decision takes effect on the date of its signing. Previous regulations which are contrary to this Decree are annulled.
Article 5. Implementation responsibility
The Chief of the Ministry Office, the Director General of the Radio Frequency Directorate, the Director General of the Organization and Personnel Department, the Director of the Technical Center and heads of relevant agencies and units shall implement this Decision.
