Circular on frequencies for emergency, safety, search and maritime rescue and civil aviation takes effect on 20th January, 2014

(rfd.gov.vn)- On December 2nd , 2013, the Ministry of Information and Communications promulgated Circular No.19/2013/TT-BTTTT on frequencies for emergency, safety, search and maritime rescue and civil aviation. The Circular has taken effect from January 20th, 2014. Organizations and individuals licensed before the effective date of this Circular but not in compliant with regulations of this Circular shall have to change frequencies and equipment within a five-year timeframe.

The Circular stipulates not only frequencies used for emergency, safety, search and maritime rescue and civil aviation but also the specific conditions for operation. The Circular applies to organizations and individuals involved in the management and use of frequencies for emergency, safety, search and maritime rescue and civil aviation in Viet Nam. Foreign forces and means of search and rescue are allowed to use the frequencies defined in this Circular after being licensed of search and rescue operation in Viet Nam as stipulated in Decree No. 95/2010/ND-CP dated September 16, 2010 of the Government regulating the licensing and coordination activities with foreign search forces and rescue in Viet Nam.

The frequencies used for emergency, safety, search and rescue and detailed conditions of operation are specified in the Annex attached to the Circular. This Circular had been fully updated with new provisions in ITU Radio Regulations regarding radio frequencies for emergency and safety information in the GMDSS; at the same time establishing national maritime emergency frequency, national safety frequency on the basis of the current frequency use of the authorities in contact with fishermen like Border troops, Navy, Vishipel; setting the frequency  of 156,300 MHz as the frequency for search and rescue at both civil aviation and maritime; establishing the HF for search and rescue for civil aviation, and adding the HF channel (13,434 kHz) for generating maritime safety information for Coast radio station system to meet development need in the upcoming period.

The Circular also stipulates that the trial transmitting on frequencies used for emergency purposes has only been made in case of testing the operation of radio equipment on these frequencies. It shall have to transmit a notification to identify the operation testing when the trial transmitting. Especially, in maritime services, the frequency of 156,525 MHz shall not be used for test in Digital Selective Calling (DSC); only trial tests on the frequencies of 7903 kHz and 156.800 MHz by voice call, on the frequency of 2187.5 kHz by DSC according to the guidance of Viet Nam Coast radio station system; and only trial tests on the frequencies of 121.500 MHz and 123.100 MHz in civil aviation services by voice call according to the guidance of the Civil Aviation Authority of Viet Nam.
