Accordingly, while 02 above passengers, who are overseas Vietnamese from the United States to Vietnam, were declaring and implementing custom procedures, officials of Tan Son Nhat Customs Branch have detected cordless phones in their luggage. Suspecting this type of radiocommunication devices subject to the importing conditions, Tan Son Nhat Customs Branch has requested the Regional Frequency Center No. 2 (Authority of Radio Frequency Management) to identify the category and characteristics of the devices
The examination and measurement indicate that these devices are DECT 6.0 Cordless phones using the frequency band from 1921,536MHz to 1928,448MHz. This type of phone is not allowed to use in Viet Nam due to its frequency band is overlapped with the mobile service. Using the phones will cause harmful interference to 3G mobile networks in Viet Nam. Basing on the conclusions, Tan Son Nhat Customs Branch requested 02 passengers above to carry out the re-export procedures in accordance with current provisions.
Passengers mentioned: in the United States, this type of phone is widely used and quite cheap (around 60USD/set); they do not know that this type of phone is not allowed to use in Viet Nam, they intended to buy the phones for their relatives as gifts.
Since 2010, there are a lot of interference cases to mobile networks in 25 provinces due to using the Dect 6.0 devices (e.g. cordless phones, infant monitoring devices, wireless headphones). By 2015, Regional Frequency Centers of Authority of Radio Frequency Management have investigated and resolved around 3.500 Dect 6.0 devices that have caused the harmful interference to more than 1.200 mobile base stations, mainly in cities: Da Nang, Ho Chi Minh, Ha Noi, Thua Thien Hue, Phu Yen, Khanh Hoa, Lam Dong, Dong Nai, Can Tho,...
Decree No. 174/2013/ND-CP regulating on handling administrative violations in the domain of post, telecommunications, technology and radio frequency bands:
- According to Article 46, point h, item 2, fines from VND 10.000.000 to VND 20.000.000 are applied to one that imports devices in the category of radio transmitter, transceiver requiring import license without the license or the license expired.
- According to Article 86, fines from VND 10.000.000 to VND 20.000.000 are applied to one that manufactures and imports for using purpose, or sell radiocommunication devices violating the radio frequency plan of Viet Nam. Remedial measures: Forcing the withdrawal, forcing recycling, forced to reproduce for device violations
- According to Article 90, point c, item 3, fines from VND 20.000.000 to VND 30.000.000 are applied to one that deliberately causes harmful interference to public communication systems.
