The Memorandum on cooperation in the field of spectrum management has the major contents as follows:
- On the principles of cooperation: Both sides continue to promote the stable and long-term cooperation relationship in the field of spectrum management on the basis of mutual understanding, mutual benefit and in line with their national laws and regulations and with Radio Regulations of the International Telecommunication Union (ITU); promote cooperation on spectrum management, encourage cooperation through exchange of information and mutual fostering collaboration in activities of the international organizations such as the International Telecommunication Union (ITU), Asia - Pacific Telecommunity (APT),...
- The scope of cooperation including: Exchange of information and experience in spectrum management; exchange of experts in training and spectrum management activities; collaboration in activities of international and regional organizations on spectrum management.
- The specific cooperation activities:
+ Maintaining regular meetings between two sides to exchange information on the radiocommunication development, the market trend, the electromagnetic compatibility management (EMC), the satellite monitoring and spectrum management issues;
+ Cooperating on preparation for the World Radio Conference (WRC), especially through the APT Conference Preparatory Group for WRC (APG), the preparatory meetings for WRC and cooperation on participating in Working Parties and Study Groups of ITU and APT;
+ Cooperating on training the spectrum management, exchanging experts and organizing workshop/conference to exchange experience on radiocommunications and spectrum management, spectrum monitoring and other related issues;
+ Inviting the other party to participate in their international events;
+ Organizing the annual meeting of the spectrum management;
+ Conducting other cooperation activities if needed.
Memorandum had signed by Mr. Doan Quang Hoan, Director General of the Authority of Radio Frequency Management, Viet Nam and Mr. Katsuya Watanabe, Director General of Radio Department Telecommunication Bureau, Japan.
