Promote the provision of online public services at level 4

(rfd.gov.vn)- The Ministry of Information and Communications has sent a dispatch to ministries, ministerial-level agencies and government-attached agencies; People's Committees of provinces and cities directly under the Central Government on promoting the provision of online public services at level 4 in the context of complicated Covid-19 epidemic.


Circular No.929/BTTTT-THH, signed on March 19 by Minister of Information and Communications Nguyen Manh Hung, providing online public services is one of the important measures in the development of the electronic goverment when taking people as the center, is the object of service of state agencies. Online public services must be provided to every citizen, anytime, anywhere, contributing to saving time and costs, making the operation of state agencies transparent, efficient, contributing to the fight against corruption and comprehensive administrative reform. In particular, with the situation of Covid-19 acute respiratory infections, which is currently complicated, the promotion of online public services at levels 3 and 4 becomes increasingly important and urgent.

In Resolution No. 17/NQ-CP of March 7, 2019 of the Government on a number of tasks and key solutions for e-government development in the 2019-2020 period, with orientation towards 2025, the Government has set out by 2020, to provide 30% of online public services at level 4. Currently, only 5 ministries and 5 provinces have met this target. The percentage of online public services provided at ministries, branches and localities in general is still very low, the national average is only 11.13%, of which 5 ministries and 14 provinces account for less than 5%. . If agencies and units do not have drastic and timely measures, they will not be able to achieve the set targets.

At the online meeting of the National Committee on E-Government with the Steering Committees for building e-Government, the E-Government of ministries, branches and localities, the Prime Minister concluded and assigned the ministries, branches, localities focus on deploying, prioritizing resources to complete the tasks and targets on e-government set out in Resolution No.17/NQ-CP, especially the target of 30% of online public services degree 4; Ministers, heads of ministerial-level agencies, government-attached agencies, and presidents of People's Committees of provinces and centrally-run cities shall be answerable to the Government and the Prime Minister for fulfilling their tasks. This target and direct, deploy and use e-government applications, ensure efficiency, practicality, reduce costs for people and businesses in handling administrative procedures.

On that basis, the Ministry of Information and Communications shall propose ministries, ministerial-level agencies, government-attached agencies and provincial/municipal People's Committees to take drastic measures to provide Online public services with the following main directions:

Firstly, take advantage of available information systems, proactively arrange and mobilize local resources to ensure the readiness to receive online records of all administrative procedures. On that basis, step by step has a roadmap to upgrade and develop the information system to process files completely on the network environment. 

Secondly, deploying activities to support people and businesses in accessing and using public services online effectively, considering people and businesses as the center and being the subjects of service; To universalize digital skills, guide and assist people to apply online to improve the number of online processing dossiers for each public service. 

Thirdly, deploy the provincial-level and shared data sharing platform (LGSP) to connect information systems internally and connect with other ministries, branches and localities through the Integration Platform and national data sharing. To ensure the public service portal of ministries, branches and localities to connect with the System of collecting and evaluating the use of information and online public services of the Ministry of Information and Communications; ready to connect with the National Identity and Authentication System, National online payment support system, national databases under the guidance of the Ministry of Information and Communications. 

Fourthly, provide at least 30% of online services at level 4 in 2020, and at the same time ensure the implementation must be effective, suitable to the needs, practical conditions and avoid form. In particular, the proportion of online public services at level 4 with records and the percentage of online processing records of online public services by the end of 2020 will be doubled compared to 2019.

Fifthly, submit quarterly information technology application reports to the Ministry of Information and Communications through the E-Government Information Development and Information Technology Application Information System at: https://bcudcntt.aita.gov.vn to summarize and report to the Prime Minister, especially the indicators of online public services.

In the course of implementation, if there are any difficulties and problems, it is recommended to work closely with the Ministry of Information and Communications for timely solutions.
